Unconstitutional campaign restriction

NEW ORLEANS — The Fifth Circuit ruled that an Austin, Texas rule requiring candidates for city office to only fundraise during a one-year authorized period for campaigns violates the First Amendment. The small business owner who brought the suit was awarded nominal damages.
