Understaffed jail

TEXARKANA, Ark. — A federal court in Arkansas ruled that a state prisoner has brought enough camera footage and other evidence to proceed on his claims that inadequate staffing, training and official indifference contributed to the three violent beatings he suffered from another inmate during a one-hour period. Only four officers staffed the jail containing 325 male inmates when he was attacked.
