SAN FRANCISCO — On remand from the Ninth Circuit, which said Gregory Allen should have been give a chance to amend his lawsuit claiming the northern California city of Arcata unconstitutionally suppressed 4/20 marijuana day celebrations in a city park, both parties agreed to dismiss the case with prejudice Tuesday.
