LAS VEGAS — The Nevada Supreme Court ruled the state’s labor commissioner should not have penalized the Redevelopment Agency of the City of Sparks for not requiring a developer to pay prevailing wages. The agency transferred property to that developer, who promised to keep it as free public parking for 50 years. The commissioner had failed to determine whether the agency had given the developer a financial incentive worth more than $100,000, which is the only way to trigger the prevailing-wages requirement.
