Wetlands certification

WASHINGTON — A federal court in Washington, D.C., sided with the National Wildlife Federation on its challenge to the Natural Resource Conservation Service’s final rule regarding certification requirements for maps delineating wetlands. The service was charged with certifying wetlands based on their maps’ accuracy, but instead certified wetlands based on whether their maps were legible. The service does not acknowledge that this is a change, not clarification, of policy.
